Hongkong. Sir Clifton lunched with me a day or two ago and
I asked him whether he had looked into this question. He
replied in the identical phrase I had myself used to Your
Lordship that he "had not regarded it seriously", and I
gathered that he had no wish to have his name in any way
connected with it, and repudiated any investigation regard-
-ing it, he gave me the impression that he regarded it as
rediculous.

In reply to paragraph 5 of your
Despatch, there was no intention of "encouraging Senor
Pescio to take steps for raising money to carry out sur-
-veys". Mr. Clementi's letter of October 29th., 1909,
referred to in this paragraph, reiterated the fact that no
fouling of Pokfulam Reservoir will be permitted, until
after the Tytam Fxtension Scheme is put through. Mr. Pescio
is aware that that scheme is not even in contemplation at
the present time, and if and when commenced, will take many
years to carry out. He had complained of the scant courtesy
extended to his projects, and more especially that they had
not received any careful consideration. In spite of
courteous intimations both from my predecessor and myself
that we could not support his scheme, he pressed for a
personal interview and made statements regarding the
